-When Rosh chodesh Elul falls out on shabbos the Rama brings from the sefer Haminhagim that since the special haftorah of Shabbos Rosh Chodesh השמים כסאי also contains words of nechama it is therefore the proper reading, even for Shabbos Rosh Chodesh Elul. nd you don't read the haftorah of עני' סוערה from the shiva Denechemta . The mechaber says the ikar halachah follows the Avudraham he rules that on Shabbos Rosh Chodesh Elul, only that week’s haftarah of ‘Aniyah So’arah’ is read.
