    1. Not sure you understand how the LSTA works

  7. If the LSTA is funded, does that mean the BOE and township will not need to fund it, and the funding formula issue is moot?

    1. The private school bussing is bupkas compared to the special Ed costs. The special Ed costs are half of the entire school budget.

    2. No. The BOE still has to fund it. Maybe the Stste gives a few dollars. Without the legislation , the BOE would have to do the buying and they could not bus any student that is non mandated . The Lsta is allowed to use their money to bus non mandated students with the difference between what they get and what they pay for the runs . But the basic funding per student is still from the BOE and the formula is still flawed

  8. The LSTA gets $1000 per student who gets mandated bussing. That funding is required by law they also can transport non mandated students
What is the state funding more than they have to fund by law. And if they arr getting extra money why are they charging $180 per non mandates student

    1. Don't really understand your question. Let's say it costs the Lsta about 600 or 650 to transport each student. So without the Lsta , the local BOE would hire busses and pay the money for each mandated student and every non mandated which is about 20,000 kids would be on their own and get no bussing . The Lsta gets 1000 from the BOE and the state and they are allowed to use the extra 400 to pay for busing the non mandated students. Since 400 is not enough , they charge 180 to non mandated to make up the shortfall. The legislation of the LSTA allows for 2 things. 1. That the LSTA gets 1000 per non mandated ,even if they can negotiate a lower price, and 2 . They can keep the extra money and use it to bus non mandated. The 1000 figure is the amount that the State pays when they can't bus kids , so the rationale is that its an amount the State pays in other cases and is a reasonable amount. In reality ,if the BOE was still in charge ,it would probably cost close to 1,000 per mandated student because the BOE is pretty inefficient, like every government agency. The Lsta is more efficient and gets the price down, so they can use some left over money to bus even non mandated.
