A kid dressing up in his own costume has nothing to do with the schools they go to. Why did the board attorney have to email all the schools? Does the board attorney email a picture of a child in the public school to ask for their thoughts when a student mugs, robs or shoplifts?

Because many parents are unfortunately off from the world and general social norms and don't know what is not appropriate. So it's best to let the schools disseminate the common sense information.
