Don't blame the sofrim, you ask for cheapest, you want to pay for the cheapest, so you get the cheapest. The sofrim are not ripping you off, they have all qualities and would much rather sell you a more expensive mezuzah, it's more profitable. They are being honest in business and not telling you anything below a certain grade is pasuk. They are honest with hilchos stam, and more honest in choshen mishpat, they should be commended.
