  4. Regarding Melbourne -- One time in 1970s there was a murder of an elderly yid on New Utrecht and 44st on Leil Shabbat.
    Rabbonim were considering allowing yiddin to carry "mug money" $5-$10 to these druggies who just wanted small amount of money to buy more drugs.

    Rav Meir Kahane hy"d said "if you can carry mug money, you can carry a .22" (though I'd recommend a .357 or today, a Glock).

    1. The rabbonim who said you can carry money on Shabbos because of the thugs in Boro Park and elsewhere in Brooklyn in those days were not so much less controversial than Meir Kahana himself. Plus it wasn't even a good idea. My father once had a menacing thug approach him on Shabbos. Luckily there was another thug nearby who said "Leave him alone. Everyone knows they don't carry money on Saturday"

    2. About forty years ago there was a major fight one Shabbos in my then Brooklyn neighborhood. Two people even had their arms broken before the police bothered showing up. It was widely rumored that one of the most respected members of the Moetzes Gedoley HaTorah back then said that they should have called the JDL. On Shabbos. Despite this gadol’s vehement opposition to Meir Kahana in general. On the flip side R’ Chaim Segal ( menahel in Chaim Berlin) said that when the neighborhoods were getting dangerous he asked Rav Hutner if he should allow bochurim to join Jewish “neighborhood watch groups” Rav Hutner said that if the group is ONLY about neighborhood safety he should let bochurim join. But if there is an underlying ideology behind the group like the JDL or “the Maccebees” he should not. Despite the need for them.
