(At the beginning, the litvish gedolim felt the same (except the Chofetz Chaim, but Rav Elchonon was under the impression it would work, so he rewrote the CC's words, ostensibly to justify his declining to accept the American gedolim's offer to stay in US), but they eventually changed their minds. Rav Moshe stayed in Lyuban till 1938 (not 1920s like the recording says), there still was a mikvah in Lyuban (RMF didn't like it, but it was kosher under his hechsher. Note the age difference between Rav Dovid and Rav Reuven.) Interestingly, almost all American mikvaot were passelled overnight in early 1950s, cause they used a methodology common in Lita and one Rav didn't like it.
(Note the public bath in Moscow was surreptitiously built in 1920-30s as a kosher mikvah right under the NKVD's nose.)
