HAVDALAH on Motzei Tisha B'av
- On Motzoei Tisha B’Av Sunday night this year one makes havdala and is permissible to drink the cup of wine or grape juice. We do not make a bracha on besamim or a Ner. We only make a borei pri Hagafen and say the bracha of Hamavdil.
All restrictions of the nine days continue until chatzos Monday afternoon Therefore, one may not eat meat, drink wine, wash clothes, bathe, take a haircut or shave, or listen to music until midday chatzos after Tisha Bav.

There is a machlokes between the Chayei Adam and the Elyah Rabbah regarding whether laundry during the nine days - before shavua sechal boi - is FULLY permissible for children lower than bar mitzvah. The Mishnah Berurah quotes both opinions and isn't machria. Since it is a machlokes regarding something which is at most merely a minhag, there is definitely room to rely on the Chayei Adam who is meikil.
ReplyDeleteEven if someone doesn't want to rely on the Chayei Adam, regarding Motzi Tisha B'av, there is even more room to be lenient. First, Motzi Tisha B'av is less stringent than even the (pre-shavuo-shechaal boi) nine days. Second, the Biur Halacha quotes the Maamer Mordechai who holds that only meat and wine is prohibited Motzi Tisha B'av, but nothing else.
Though the Mishnah Berurah says that "it is hard to rely on the Maamer Mordechai," he doesn't reject it entirely. As such, it can be used as a snif, together with the Chayei Adam, to allow laundry Motzi Tisha B'av for any child who is less than Bar Mitzvah.
