- CHS update: A bill that was submitted by assemblyman Avi Schnall that Expands eligibility requirements of State's child care assistance program to include full-time graduate and post-graduate students, passed in the assembly 75-0 On Oct 28. The Office of Legislative Services (OLS) concludes that the bill’s provisions would result in an indeterminate increase to State expenditures due to growth in the number of families who would qualify for benefits under the child care assistance program. In FY 2025, the estimated average annual cost per child under the program is approximately $11,576.
The OLS estimates that there are 12,827 full-time graduate and post-graduate students who are raising children in the State. Of these students, it is unknown how many would be otherwise eligible for child care assistance benefits and would also be in need of child care. For reference, assuming 13 percent of all full-time graduate and post-graduate students in theState with children, or 1,667, would be otherwise eligible for the child care assistance program, would elect to apply for benefits, and had, on average, 1.5 children with child care needs, the cost under the bill would be approximately $29 million. As the child care assistance program receives federal support in the form of block grants, this estimate assumes that the increase in costs under the bill would be incurred solely by the State.

The leaders of the United Torah Judaism (UTJ) Charedi parties have suggested they will oppose PM Netanyahu’s judicial reform unless a draft law is passed.
The respective heads of the Knesset’s Ashkenazic-Charedi parties, Degel Hatorah and Agudat Yisrael, both expressed opposition to Justice Minister Yariv Levin’s call to progress on judicial reform, in an apparent attempt to use it as leverage regarding the ongoing Charedi draft dispute, according to Kan Reshet Bet.
On Tuesday, MK Moshe Gafni, who heads the Degel Hatorah party, said that his party “has paid the price” for advancing the judicial reform, warning, “We will block it from moving forward. This time, it won’t happen.”
Construction and Housing Minister Yitzhak Goldknopf, who heads Agudat Yisrael, also expressed opposition, saying: “We will not pass the reform before the Draft Law. If it is possible to pass the reform during a war – it is also possible to [pass] the Draft Law.”
The reform was put on hold after the October 7 massacre as Israel shifted its focus on the Gaza war.
Levin has pushed for moving forward with judicial reform, after the hurling of flares towards the Prime Minister Benjamin Netanyahu’s home in Caesarea, followed by government inaction.
“It’s time that we gave full support in order to rehabilitate the judiciary and the law enforcement system, and in order to put an end to anarchy, recklessness, refusal, and attempts to harm the Prime Minister,” he said.
He said that the flares are “another link in a chain of violent and anarchist actions, whose purpose is to bring about the murder of the Prime Minister and bring down the elected government through a violent revolution.”
