Updated resolution to Reappoint Laura A. Winters, as its Superintendent  for a 4 year term at a salary of $204,500 Laura A. Winters will receive an increase of 2% , for the 2020-2021 school year, a 4% increase for the 2021-2022 school year a 3.5% increase, and a 3.5% increase for the 2022-2023 school year for the four year (4) term,



Approve the SAT Prep Class at Lakewood High School in the amount of $85,753.05. This
includes a budget for Salaries in the amount of $78,714.00 to be charged to 15-421-100-101-
03-0003 and supplies in the amount of $7,039.05 to be charged to 15-421-100-600-03-0003.
Budgeted amount is funded by 2018-19 Extraordinary Aid surplus.

Approve the renewal of 50 Learning A-Z licenses for the K-2 teachers at Piner, SSS, OSS, and
CAGS, effective December 22, 2019 through December 22, 2020, at a cost not exceed
$4,997.50, to be split equally between four of the budget accounts: 15-190-100-610-06-0006,
15-190-100-610-07-0007, 15-190-100-610-09-0009 and 15-190-100-610-10-0010

Salary: $675 per diem
$105/hour for overtime (excess of seven hours/day), and $95/hour for collective bargaining.

RESOLUTION APPOINTING LAURA A. WINTERS
(Amendment of prior approval of September 25, 2019, based on change of law, and comments and input of State Monitor, etc...)
Whereas, the Lakewood Township Board of Education rescind the September 25, 2019
resolution to appoint Laura A. Winters, as its Superintendent of Schools, commencing on
July 1, 2020 and expiring on June 30, 2023.
Whereas, the Lakewood Township Board of Education desires to extend the employ of
Laura A. Winters as its Superintendent of Schools, and
Whereas, Laura A. Winters has agreed to continue to undertake the role of
Superintendent of Schools; and
Whereas, the Lakewood Township Board of Education hereby extend the appointment
of Laura A. Winters, as its Superintendent of Schools, commencing as of July 22, 2019,
and expiring on June 30, 2023. In 2019-2020, Laura A. Winters will receive an increase
of 2% , for the 2020-2021 school year, a 4% increase for the 2021-2022 school year a 3.5%
increase, and a 3.5% increase for the 2022-2023 school year for the four year (4) term,
extension of her contract. In addition, a one-time contribution of forty-nine and one-half
days (49.5) days to her retirement bank for unused vacation days, which all Lakewood
Staff Members can contribute unused vacation day to, and one hundred eighty three and
one-half sick days (183.5) as of July 1, 2019, and which are subject to the remaining terms
and conditions of the Superintendent’s Employment Contract.
Whereas, subject to the approval of Kevin Ahearn, Interim Executive County
Superintendent of Schools for Ocean County’s review and written approval of the State
of New Jersey Department of Education to the Superintendent Employment Contract
between the Board of Education of the Lakewood School District and Laura A. Winters;
THEREFORE BE IT RESOLVED that the Board President and Board Secretary are authorized
and directed to execute the aforesaid Superintendent Employment Contract on behalf of
the Board of Educatio

It is my understanding from off campus conversations with my former colleagues at the high school that my transfer (and firing from summer school where tenure does not count) proved that nobody's job is secure, that geometry, my subject for 17 years is being taught by two permanent substitutes, that the math department is in shambles and that morale in general is at an all time low.

    And for those of you that do not care about our organization, remember that Ms. Winters refused to give permission to a staff member to speak to me during discovery, held back her report for half a year after the former attorney promised it, did not agree to testify in the only tribunal for which the constitutionality of Lakewood funding can be heard until I went to Superior Court to ask for an order but somehow she had time to go to an Asbury Park Press interview and to bring the kids to Trenton to cry about the funding.

    It is a waste of $800,000 in taxpayer dollars when after I win I will fight to have her removed. The state is not just going to fork over $50 million to Lakewood every year to maintain the status quo. At any rate, I am going to continue going to court until we have effective leadership. It's not just about funding, but about the delivery of education.

    You are the stewards of our public institutions. The shortsightedness of the bosses to protect their $40 million in Title I, Ch. 192 and 193 (which nobody is threatening) undermines any potential for visionary, innovative and inspirational leadership that can take a $250 million organization and build it into an infrastructure of opportunity and an engine of growth for our kids, our young people and all of posterity. Instead we will be stuck with mediocrity, status quo, and subservience.
