School choice Tuition Bill Nixed

Big setback for the school choice movement as Senate parliamentarian nixes school voucher program from giant tax bill. The provision would give a dollar-for-dollar tax credit for donations to state-based scholarship-granting org.

Agudath Iarael lobbied for this bill in Washington assemblyman Avi Schnall has been updating about the school choice bill as it was placed in the house bill with an allocation of 5 billiondollars. For now it looks like it's been removed and won't be voted on in the senate 

looks like a proposal for a multibillion-dollar private school tax credit program in the Senate has run into a significant hurdle. The Senate parliamentarian, Elizabeth MacDonough, ruled that some parts of the proposal violated the Byrd Rule, which governs the reconciliation process (the procedure used to pass certain budgetary measures with a simple majority vote, avoiding a filibuster). 

Politico reports A Republican proposal to enact a multibillion-dollar private school tax credit program would be subject to a 60-vote threshold if it is included in conservatives’ domestic policy megabill, the Senate parliamentarian advised early Friday in a significant challenge to what would be a sweeping federal school choice program.

Republicans on the Senate Finance Committee had proposed a permanent, $4 billion annual tax credit for individuals who donate to organizations that support educational expenses including private-school tuition, which was projected to cost $26.046 billion between 2025 and 2034, according to estimates from the Joint Committee on Taxation.

The tax credit scholarship plan, which is based on the Educational Choice for Children Act, would allow scholarships to students whose families make up to 300 percent of the area median gross income.

It’s not yet clear if Republicans would try to rework some of the tax provisions that MacDonough found violated the Byrd rule, effectively blocking their inclusion in a GOP-only reconciliation measure. Republicans have successfully tweaked other proposals to the parliamentarian’s liking, but her rulings this week certainly helped upend GOP senators’ efforts to bring their fiscal package up for a vote.

Lets remember - the reason it was nixed was because the Dems - the part of Avi Scnall - will vote against the bill, and therefore they will be unable to pass the bill in the Senate with the usual 60 votes, so they can only do it through the reconciliation process which allows a bill to pass with 51 votes, but does not allow the tuition vouchers. If the Dems - the party of Avi Schnall - would vote for the bill, tuition vouchers would have been included in the bill.
    Thank you Dems - the party of Avi Schnall - for causing tuition vouchers to be removed from the bill.

  3. Stupid people. Education is a power reserved to the States. The federal government already subsidized about 10% of it. It's not going to give up revenue for a tax credit. This is has nothing to do with party but States' rights. They tried the same thing during Clinton, who vetoes, but when Bush was president and they had both houses, they did not even bring it up. Amazing how stupid people are. It is like, hey why don't we fork out money that is already being paid by others? BTW School funding is not welfare but a necessity for the survival of the republic. So that money will aways be budgeted. Any addition will come out of moving students from public schools to private, where government does not know if kids are saying the Pledge of Allegiance, learn US history, checks and balances, everything important for the endurance of our government, but certainly will not take on what the private sector is paying.

  5. We are much better off with Avi Schnall in the NJ Senate than anyone one else. The fact that tuitions vouchers are unlikely in this State is another subject. It's time for people to stop being bitter & knocking Avi for his unrealized campaign promise. I'm sure Avi is doing the best he can on behalf of the Tzibur & that's what counts. Being vengeful & vindictive comes from Bad Middos & wont lead to anything positive. I'm sure you can find more productive ways to spend your time than putting down a feelow Yid Berabim.

      Nothing has changed for the better as far as tuition and tax increases
      The entire lakewood was hoodwinked and fooled to elect him based on unrealistic promises of free tuition
      There's no sugar coating the deception and Avlah that was perpetrated on the Lakewood community by that campaign arguably a gneivas daas of epic proportion

      The other bills introduced are there to help powerful institutions such as CHEMED and Healthcare moguls
      How did the klal benefit in any way
      The middle class taxes will only go up more to pay for some of the bills he introduced
