If they can Halachacly defy the local rules Why can’t I also make my own minyan??? (Issue is not what Reb Chaim Shlit’a is doing - the issue why publicizes that he is having a minyan so now all other Frum good jews -like me -will also want to do the same)

Do you also learn as much as Rav Chaim shlita or pasken sheilos, give Tzedaka etc which they also publicize?
