To answer the troll question of 9:30 Rav Chaim Vital wrote in Sha'ar HaKavanos that the Arizal started the minhag in Tzfas. Being that he does not give the reason but simply writes מה שנהגו להוציא הספרים ולהקיף עמהם בערבית דמוצאי יום טוב מנהג אמיתי הוא presumably it isn’t something that people like me who know zero about Kaballa can understand. I think the way it became a musical event was because a certain Gadol In the early 1900s was concerned that those who don’t know from seforim like Rav Chaim Vital would mistake if for halacha and as an actual part of Simchas Torah (In EY) Considering that the earliest mention of hakafas on Simchas Torah itself is in the Machzor Vitri and that the Arizal lived only 400 years after that, hakafos sniyus are more than half as old as hakofas themselves are.

(Note: Israeli expatriates and nusach sfard have hakafot Shmini Atzeret nite. Of course, that would be tziyonim, so would not apply to Lakewood. Also note Rav Ahron davened in a shul in Boro Park that does hakafot on Shmini Atzeret (and Hallel on first two nites Pesach.)
