New National Fund Launched to Bring Federal Tuition Tax Credit Dollars to Yeshivos

Agudah & Torah Umesorah Endorse National Scholarship Fund to Maximize New Federal Tax Credit for Yeshivos

Agudath Israel of America and Torah Umesorah recently announced that they are jointly endorsing the Opportunity Fund for Jewish Education, a national Scholarship Granting Organization backed by the Orthodox Union and Teach Coalition, Jewish Federations of North America, and Prizmah.

The organizations said they spent months studying how the Orthodox Jewish community could maximize the benefit of the new tax credit, including extensive deliberations by the Moetzes Gedolei HaTorah and the Vaad Roshei Hayeshivos.

Their conclusion was that the community would be better served by working through a single national SGO with the scale and infrastructure to attract the maximum amount of funding.

The Opportunity Fund says donors will be able to designate participating yeshivos and schools to benefit from their contributions. It also says that 100% of every dollar designated to a school will go toward scholarships, with administrative and operating expenses funded separately.

The New York and New Jersey Problem

While the federal law is scheduled to begin January 1, 2027, participation is not automatic.
The IRS's most recent official list shows that 30 states have made advance elections to participate for 2027. New Jersey is not on the list. New York is also not on the official participating-state list.

New York Gov. Kathy Hochul, however, has indicated that she intends to opt New York into the program, saying her administration supports the potential benefits but is awaiting additional information from the federal government.

Official Agudah and TU announcement:

Dear Yeshiva Leaders and Members of Our Communities,
The new Federal Scholarship Tax Credit represents an unprecedented opportunity to bring significant new resources to our yeshivos and to ease the tuition burden on families across the country.
Over the past several months, Agudath Israel of America and Torah Umesorah have carefully studied how our community can best take advantage of this opportunity.

These discussions included extensive deliberations by the Moetzes Gedolei HaTorah and the Vaad Roshei Hayeshivos, with one overriding question in mind: What approach will maximize the benefit of this tax credit for our yeshivos, our families, and the future of chinuch?
The conclusion was that the strongest course is to work through a single Scholarship Granting Organization with the scale, reach, and infrastructure necessary to bring the greatest possible number of dollars to our mosdos.
Accordingly, Agudath Israel of America and Torah Umesorah are proud to endorse the Opportunity Fund for Jewish Education, a new national Scholarship Granting Organization launched by the Orthodox Union and Teach Coalition, Jewish Federations of North America, and Prizmah.

The Opportunity Fund for Jewish Education www.jewishopportunity.org

The Opportunity Fund pairs national strength with local connection. Its reach can open participation across the country, while its structure allows communities, parents, alumni, and supporters to stand behind the schools and yeshivos they know and care about.

What This Means for Our Families and Yeshivos

Beginning January 1, 2027, eligible taxpayers can contribute to the Opportunity Fund for Jewish Education and receive a dollar-for-dollar federal tax credit of up to $1,700. In participating states, those contributions can fund scholarships at yeshivos, bringing meaningful tuition relief to families.

Local dollars stay local. Contributors can designate their contributions to participating yeshivos and schools, and communities can mobilize their parents, alumni, and supporters to direct new resources to their mosdos.
A unified platform strengthens that designation: it broadens awareness, reaches contributors our institutions could not reach on their own, and ensures that yeshivos in communities of every size can benefit.

Importantly, 100% of every dollar designated to a school will go directly toward scholarships for its students, with none used to cover the Fund’s administrative or operating costs. The Fund’s scale and partnerships uniquely position it to raise separate philanthropic support for those costs. We believe that, b’ezras Hashem, this effort can bring meaningful new resources to our mosdos and real tuition relief to families throughout the country.

In the coming months, Agudath Israel and Torah Umesorah will continue working closely with our yeshivos to help them prepare to take full advantage of this historic opportunity. With continued hatzlacha in your avodas hakodesh,

Ksiva V’Chasima Tova

  1. It's important to realize that even if your state does not opt-in, you will still get the $1700 tax credit when donating to a Scholarship Organization in a state that does participate. It won't benefit your community, but it will help pay for other yidden's tuition at no cost to you.

  2. Sign the petition to ask Gov Sherrill to opt in. https://optinnj.org/

  3. Also, even if you're receiving a big refund and think you're already not paying any taxes, you still may be eligible.
Look at line 24 of your 1040. That is the total tax owed before the refundable credits.
You can increase your refund by the amount of line 24, up to $1700, by donating to a Scholarship Organization.

    2. Say you have a $5000 Earned Income Credit, and on line 24 it says you owe $2000, you will only receive a $3000 EIC refund, the rest goes to pay your tax.
So you have paid $2000 in taxes. If you would give 1700 to an SGO, that would reduce your 2000 in taxes to 300. Then only 300 would be taken out of your refund and you'd get 4700.

    1. If you don't get back your entire federal tax withholdings, then you paid taxes.

    1. They're also working to get Reform on board as well.

    2. Reform is against separate schools.
Everyone should be educated in public schools. After all, that's where immoral relationships and intermarriages start. Conservatives usually tag along with reform.
Having said that, there are a handful of reform schools, and those "rabbis" make a nice income (just like orthodox do) from them

    1. Only if it includes flights to Morocco, Uman, or even Washington DC (I never flew to Washington, driving takes the same time. Then again, I never took a picture of me driving there.).

  8. It's another way to make money a SGO is allowed to keep a certain amount for administration fees. Who will be getting all this money?

    1. I would have thought so too but the press release says "Importantly, 100% of every dollar designated to a school will go directly toward scholarships for its students, with none used to cover the Fund’s administrative or operating costs. The Fund’s scale and partnerships uniquely position it to raise separate philanthropic support for those costs."
If true, then any money they make is not coming out of your donation.

    1. It’s nogea no matter where you live to help yeshivas in the US. It’s literally a no cost way to help yeshivos for anyone who pays $1700 in federal taxes. Anyone who doesn’t do it just because NJ doesn’t join is a rasha.

  13. Agudah for decades has never partnered with OU or other organizations.
This is mosdot partnering with an apolitical organization separate from OU.
Why doesn't Agudah form their own program? Answer -- they don't want to antagonize Governors S and H and their own grants (and the nursing home grants.).

    1. Correction -- Agudah has partnered with the Catholic Church on direct state aid to yeshivot (and Catholic schools), but never with OU.

    2. Correction. Agudah has repeatedly partnered with the OU and in some cases piggybacked on their ideas. Here a few times, New York education tax credits (2015) STEM funding (2018) School security (2019) Teach NYS 2024, The OU's Kehilla Fund initiative. You would be very surprised to see how many and which shuls are OU members, Just look at their website for a shul member directory lists.
