BDE: Rabbi Mordechai Neustadt Zt"l

It is with great sadness that Matzav.com reports the passing of Rabbi Mordechai Neustadt zt”l.
The levayah will take place at 4:45 p.m. at the Pine River Village Shul, located on Goldcrest Drive in Pine River Village in Lakewood, NJ.
(Agudah Photos)

Rabbi Neustadt was most well known for his efforts to save Russian Jewry from spiritual annihilation. Following a long rule of the Communist Party, the fire of Torah that had burned throughout was smoldering and almost extinguished. The unwavering dedication to Yiddishkeit that Russian Yidden were renowned for was all but forgotten. A segment of Klal Yisroel was nearly lost for eternity. In 1988, under the watchful eye of the infamous KGB, a group of caring Yidden with a deep sense of achrayus for their brethren in Russia undertook the daunting task of disseminating Torah in these most challenging of circumstances, sharing with them the beauty of Torah observance, thus igniting within them the flame, rekindling the pintele Yid. Effecting a slow and steady change in the landscape of Russian Jewry. Changes that would have an eternal effect.

NJ E-Z Pass Tag Holders paying $19 to cross Verrazzano to NY

A bill was submitted this week switching the Verrazzano Bridge to two-way tolling as a way to cut down on congestion on Staten Island and in southern Brooklyn it would cut the current tolls in half, but charge drivers both ways. it will stop New Jersey commuters from avoiding tolls as they drive towards Manhattan and Brooklyn. but untill that happens...

New Jersey E-Zpass holders who use bridges and tunnels operated by New York's Metropolitan Transportation Authority pay more.
Drivers with a New York-issued E-ZPass pay $12.24 to cross the Verrazzano Narrows Bridge. Other drivers including NJ tag holders pay the cash rate of $19, the highest of any crossing in the region.

The Port Authority of New York and New Jersey, meanwhile, serves the needs of two states. The toll crossings it operates, including the George Washington Bridge and the Lincoln and Holland tunnels, charge drivers the same rate no matter what state issued their E-ZPass.

New Jersey's Garden State Parkway charges all E-ZPass holders the same rates.
New Jersey E-ZPass holders don't pay more to cross into Delaware or Pennsylvania.

-4:20 pm: Judge begins his ruling spelling out different legal parameters of  what he can sentence reading verdict  (osher ben Chana Frumet)
- 4:15 pm: State argues he is a educator builder, nurturer but not a victim he lead a great life but that does not exempt you from the law

-4:10 pm: R' Eisemann speaks- asks for rachmanus so he can help abd care for his soecial needs son and continue his life's work at SCHI. I'm sorry the last 3 years have distracted me from my mission that i loved outside if my family. My son Eliezer has been a great blessing to my family but not all blessings are easy.

-2:45 pm: Judge says ges convinced from trial all SCHI money can not be used as seen fit by any employee Public or private donations . (Via APP reporter on Twitter)
-2:00 Pm: Defense argues there is no evidence Supporting money laundering conviction. State  Deputy AG says charges should stand because he wss in charge of operations in the school.
-1:45 pm packed courthouse including Lakewood Rosh Yeshiva Rav Yeruchom Olshin shlita.

The defense team for Rabbi Eiseman has been working on a motion to have the final two charges dismissed. Today a Judge will hear arguments from both sides  beginning at 9:00 am to 1:30 pm. In an interview with the Yated Ne'eman Pesach Edition, Lead attorney Lee Vartan  explains the procedures today.

It will begin with a hearing in which the judge will listen to final arguments from both sides whether to throw out and dismiss the case. The defense feels confident and will put forth their arguments why the two remaining counts should be dismissed. If they are successful, there is no sentencing and as they said "we go home". If the judge disagrees than they proceed to sentencing, at that point they would put forward their arguments why Rabbi  Eiseman should get probation. The state could also argue for probation but can also argue for jail time. Doing so would be disingenuous since they said a few times this is not a case deserving of jail. He explains his position, before the trial the state was willing to give a plea of probation to a third degree offense, now post trial and the jury has cleared him he has been exonerated from stealing a million dollars, there should be no way the state should come out and ask for a worse sentence.

In light of Rabbi Eisemann’s trial on Monday, There will be a special seder and minyan for tehillim concurrent with the sentence today the seder will take place at BMG Mizrach Bais Medrash until 1:10 pm followed by tehillim until 1:45 pm. Mincha will follow and than there will be a minyan that will say the entire sefer Tehillim.

False Alarm After Plane is Briefly Quarantined over Misdiagnosis

A Jet Blue Plane was briefly quarantined when children with mosquito bites were suspected of having the measles. Some passengers on the flight were returning home from a Pesach program in the Caribbean island of Punta Cana.
This email was sent out

Dear Friends, Unlike all the other Passover "stories" that due to the nature of social media took on a life of their own this past Passover--the one that appeared earlier this evening regarding the quarantine of a Jet Blue flight from Santo Domingo to JFK was NOT based on anything factual. While the flight was briefly quarantined upon arrival to JFK, it was lifted the moment the 2 children in question were examined by actual medical professionals who realized the crew's "concern" was due to the fact they “misdiagnosed” typical mosquito bites as measles . What caused this "misdiagnoses" was not the bites as much the fact these 2 children were clearly orthodox Jews. Hence, the crew felt these children's appearance was reason enough to frighten a plane full of passengers and cause a panic. In short, while these children weren't victims of measles they WERE victims of something way more frightening called Profiling" --a disease for which there is no cure...or vaccine. Diamond Club--like

K9 Web Protection No Longer Available for Download

Effective immediately, K9 Web Protection is no longer available for purchase or download.
This was posted on their website.
We’re immensely grateful for the loyalty of our K9 Web Protection customers.  For years, many of you have been using the award-winning K9 application to protect your computers, children, and organizations from spyware, malware, adult content and other threats and risky interactions. We’ve worked together to make the Internet a much safer place for our families and communities.

On August 1, 2016, Blue Coat, Inc. (K9’s parent company) was acquired by cybersecurity leader Symantec™.  As can be imagined Blue Coat and Symantec had a handful of similar products and unfortunately, it didn’t make sense to maintain two competing products. it was decided to “end-of-life” K9 Web Protection and focus corporate and customer attention on Symantec’s line of Norton™ products.

Effective immediately, K9 Web Protection is no longer available for purchase or download.  Technical Support for K9 will end on June 30, 2019.  Until then, support for K9 can reached via

BD”E: The Kaliver Rebbe, ZT"L

Hamodia - (Yerushalayim) - The Chassidic world was plunged into mourning on learning of the petirah of the eldest Rebbe in Eretz Yisrael, the Kaliver Rebbe, Harav Menachem Mendel Taub, zy”a, on Sunday morning, at the age of 96. The Rebbe – sixth in a direct paternal line to Harav Yitzchak Eizik of Kaliv, zy”a – was born in Margate, Transylvania, in 5683/1923, to his father Harav Yehuda Yechiel Taub, the Rozler Rav, and his mother Rebbetzin Brocha Freida, a”h.
He was one of seven siblings, but the only one to survive the horrors of the Holocaust.

He married Rebbetzin Chana Sara Shapiro, a”h, daughter of Harav Pinchas Shapiro, the Kechniya Rebbe, zy”a, a scion of the Nadvorna dynasty, before the start of the war.

In Sivan 1944, 75 years ago, he was put on a transport to Auschwitz, and he arrived there three days before Shavuos. Many of the Hungarian deportees came at that time to Auschwitz. While in Auschwitz, he was sadistically experimented upon by Josef Mengele, yimach shemo.

No more Carpool Toll Discount as the Outerbridge Crossing goes Cashless

Driving from Lakewood to Brooklyn will get even ore expensive since there wont be any option to request a carpool discount as the toll booths are being removed. Also NJ EZ-pass tag holders will now pay $19 to cross the Verrazzano Bridge from Brooklyn to Staten island.

NJ.com- Drivers who use the Outerbridge crossing can put away their cash, because the bridge between New Jersey and Staten Island will be the latest Port Authority crossing to go cashless next week. The Outerbridge will join the Bayonne Bridge on April 24, its first day of cashless operations.

“This will speed the trip for the traveling public and also will have environmental benefits by eliminating idling vehicles queued up to pay the toll,” said Port Authority Executive Director Rick Cotton in a statement.

Alleged Discrimination, Agudah updates Jackson lawsuit

Jacksonleaks.com -their lawsuit with Agudath Israel, the plaintiffs were given permission to refile and update their complaint in court.

The new complaint, filed last night, is far more wide sweeping than the original (which focused primarily on land use) and names a number of individual officials as defendants. It details a multiple-years-long pattern of discrimination by the township and its officers and employees as part of an ostensible plan to discourage and frustrate Orthodox Jews who might want to move to Jackson.

These actions are claimed to have been fueled by negative public sentiment and comments made in public meetings, emailed to the mayor and council and posted on social media. For example the following email sent by a resident in 2017 is quoted:

UHC to cover patients at CHOP

Updated: UHC has recinded its planned termination at CHOP and patients on UHC will have coverage At the same time doctors and practicrs in Lakewood  have terminated their contract with UHC.
(Matzav)

United Healthcare community plan has dropped coverage from Lakewood doctors and pediatricians recently, it did the same in Brooklyn.  families have found themselves scrambling for alternative health insurance plans as several local pediatricians have ceased accepting United Healthcare’s community plan over the past few months. The biggest concern was that UHC community plan dropped CHOP were many from Lakewood have gone for medical care. Other HMO's have not partnered with CHOP and are working with children's hospitals such as Dupont in Delaware, RWJ in New Brunswick or Hackensack medical center.

There are patients from the community who must see specialists at CHOP and askanim have reached out to officials there hoping to get back coverage for UHC. It seems that as of last week UHC has notified CHOP that it will resume  coverage  but only for certain  patients and procedures.

Lakewood yeshiva BMG Looking to buy Woodlake Country Club Golf Course

The  yeshiva is currently leasing the country club building renovating it for a New bais medrash and chabura rooms.  plans are  to move in by this Shavuos iyh.
APP reports The Lakewood yeshiva is looking to expand to an additional campus at the site of Woodlake Country Club, at rt 88 and New Hampshire, which closed last summer.

Beth Medrash Govoha,  is under contract to buy the 150-acre golf course at 25 New Hampshire Ave., according to a notice filed with the Ocean County Clerk on March 20. The document signals a sale is in early stages and does not guarantee the land will change hands, according to Ocean County Clerk Scott M. Colabella.

"We are exploring the possibility of developing a campus that could help us accommodate future growth without drawing more commuters up and down the Route 9 corridor that runs through the heart of Lakewood," Beth Medrash Govoha President Rabbi Aaron Kotler said Monday. He said it could be months before a final decision is made whether to pursue the project, and declined to disclose a sale price for the land.

Assault in Lkwd

 Posted at GreaterLakewood
At approximately 9:40 tonight, motzei shabbos April 13, a 13-year-old frum girl was assaulted in front of her home, by Princeton & 8th Street. She left her home to pick up the mail, when 3 Hispanic males passed by with their bikes, one of them got off, and touched her inappropriately.

She ran back inside while they fled the scene. Her parents immediately called the LPD and LCSW.

First Shabbos at Skulener Rebbe shlita of Lakewood

A beautiful emotional and uplifting shabbos was enjoyed by well over a thousand people by the new Skulener Rebbe.
The cavernous beis hamedrash was packed to the gills as a palpable awe filled the room as the Rebbe sang his Father's songs.
The Rosh Hayeshiva, Rav Yerucham Olshin placed the becher in the Rebbes hands for him to make Kiddush, ushering Lakewood into a new era. Truly a poignant moment. The tish ended just shy of 3 am on a high as the crowd thirsted for more. The Skulener Rebbe ztl's passing left a huge void, some measure of comfort can be found in the Avoda of his son.

Assisted Suicide signed into law in NJ by Gov Murphy

The law will take effect Aug. 1. ( Erev Rosh Chodesh Menachem AV 5779)

Gov. Phil Murphy on Friday signed into law the hard-fought “Aid in Dying” legislation that will give New Jersey adults with less than six months to live the right to request their doctor prescribe a lethal dose of medication to cut short weeks or even days of suffering.
After seven years of sorrowful and often bitter debate between medical professionals, religious leaders and advocates for the sick and people with disabilities, New Jersey joins California, Colorado, Montana, Oregon, Vermont, Washington state, Hawai‘i and Montana with aid in dying laws. It is also legal in Washington D.C. NJ.com

A letter from someone close to the Eismann family:

We were overwhelmed by the amount of support we were shown over the past months, both financial and spiritual. It was the deluge of donations that allowed the legal team to work unhindered, and it was the non-stop zechusim that orchestrated everything above. It was truly an enlightening experience, and the nesi’as ol has proven to be the silver lining in the dark saga we are embroiled in.

Over the last month and a half, the legal team has been working non-stop on a motion to try to have the remaining two charges dismissed. On March 11, they submitted a 48-page motion, and this past Friday they submitted an additional brief refuting a rebuttal offered by the state. This week, the judge determined that the hearing on the motion will take place concurrent with the time he scheduled for sentencing, on April 29 at 9:00 AM.

I write today to let you know that the work is not yet over, and to the contrary, now is perhaps the most crucial period in the case. The end is nearing, and as the final judgement on the case

Shattered Dreams, a Satellite spaces out ; Benet's right, Israel's Might "wont lean on the left this Pesach"

For many in the land of bilk and money, the Passover season has already been ushered in, eerily reminiscent of the intro to the seder night narrative, מתחיל בגנות, as Israel's minister of the diaspora is now in exile, and its space satellite takes a crash course on the moon.

The Hagadda recounts how a supreme entity turned normative nature on its head with ten plagues, over 3000 years ago, than wrought an exodus on his chosen, so they could receive his divine blueprint of creation, on a mountain called Sinai. Our Egyptian odyssey burnished in the worlds consciousness, that there is no such thing as a random event - someone on high charts the course of human events, even as we speak.

So connect the dots; the man who authored a law to weaponize the IDF in a quest to neutralize a ben Torah's ethos, then commandeered an assault on mesorah's chinuch of the young and impressionable, has been handed a divine pink slip.

Those obsessed with Israels military prowess and technological wizardry, have been dealt a decisive setback.

A Hundred million dollar satellite headed to the moon, malfunctions two minute from its destination.
Ayn Hamikreh hazeh omer elah Darsheini this extraordinary event speaks plainly to us all.

Statement from Agudath Israel of America on the Measles Outbreak and "Infectious Hatred"

Agudath Israel of America is deeply concerned about the recent outbreak of measles and the threat it poses to communities around the country.

For that reason, countless rabbinical figures and leaders, including leading rabbis in the Agudath Israel movement and doctors serving these communities, have repeatedly encouraged vaccination in the strongest possible terms. Indeed, the overwhelming majority of children enrolled in Jewish schools are vaccinated. Governmental records indicate that the measles vaccination rates in yeshivos in Williamsburg, Borough Park and

competition is a good thing. Pesach food shopping is in full swing and the price wars have begun. The Lakewood supermarkets and grocery stores are advertising sales and specials on many products. Stores also are selling cheaper by the case at discounted prices. Options of ordering in bulk through the likes of Moadim L'simcha or local shuls also help ease the financial burden. Special Pesach circulars were sent out with many sale items for yom tov shopping. The addition of new supermarkets in Lakewood at least for now has brought down food prices and forced other stores to be competitive. Savvy shoppers will save.

Orlando Success Impacts Many Passover Programs

Kosher Today- New York…Yes, Passover programs are still advertising and many are far from full. Could it be that the large crowds that are going to Orlando this year are affecting the programs? Apparently yes, according to knowledgeable sources. One operator said that he identified more than a dozen of his guests from 2018 who are this year choosing Orlando instead. “It’s late April 19th) and they were looking for a family retreat which Orlando offers.” Estimates are that some 6000 families will be spending either the entire or part of Passover in the Central Florida resort. Ironically, some of the European programs, often managed by Israeli operators, are doing very well with prices often far less than the American programs. The European programs have the advantage of drawing from the Americas, Europe and Israel. Tzali

"Individuals who choose not to vaccinate themselves or their children must avoid public places and group settings of all kinds, as their presence poses a serious risk to the community at large."

April 7, 2019/אור לג' ניסן תשע"ט
Dear Community Members,

Unfortunately, this past Friday, a child in our own community was diagnosed with measles.  This has caused great alarm in our community and, with planned Yom Tov travel of many families to and from other communities with numerous measles cases, many have questioned the level of protection carried by various age segments of our community.

In order to obtain clear guidance for our community, telephone conferences have been held between representatives of the Vaad HaRabbonim, Hatzalah, our community’s schools, physicians, the leadership and infectious disease team at Sinai/Lifebridge, and State, City and County Health Departments.  The medical professionals and governmental officials emphasized that while our community should exercise caution, at this time there is not an epidemic of any kind in our community.  Over the next few days, they, in conjunction with the Vaad HaRabbonim and

Judge Halts Rockland's Public Ban on Unvaccinated children

A state judge has issued a preliminary injunction against a suburban New York county’s emergency order banning children from public places unless they’ve been vaccinated against measles. The judge said such emergency orders cannot exceed five days. He also noted that 166 measles cases in a population of 330,000 people over six months doesn’t constitute an “epidemic” meriting an emergency declaration.

Supreme Court Justice Rolf Thorsen ruled Friday in favor of several dozen parents challenging Rockland County Executive Ed Day’s order, part of efforts to stop a measles outbreak that has infected 166 people since October. The 30-day order enacted on March 26 bans unvaccinated people under 18 from gathering places including schools, stores, and churches. Civil rights lawyer Michael Sussman called Day’s action “arbitrary and capricious.” Many in the Jewish Orthodox community in the county told STAT last month they worried that the move would only exacerbate a fractured relationship with the local government.

Skulener Rebbe The Conscience of a Community

Yated Ne'eman The Conscience of a Community
By Yitzchok Shteierman -  Apr 3, 2019

It is with a sense of great temerity and deep grief that these lines are being written in the moments following the extinguishment of a blinding light. We believe that when a tzaddik leaves our midst, the light and the shine leaves with him, whether we feel it or not. For anyone who has ever set eyes on the Skulener Rebbe zt”l, the loss of the glow, the kedusha, the holy aidelkeit that he carried with him for ninety-five years on this earth—and which transformed every room he walked into—it is almost a physical sensation, as a pall of sadness descends over the streets of our communities.

As the zekan ha’admorim, the eldest of the Chassidic rebbes, leaves us orphaned and bereft, we reflect, mournfully, upon a few aspects of his greatness.

A Beacon of Truth

There is no question that the rebbe’s wide appeal and universal reverence were due to the grain of truth that ran through every aspect of his leadership.

When something is meant with earnestness, even small children can sense it. Relates one child of Boro Park of a few decades ago: “Even as small children who would frequent all the tishen in Boro Park, we all knew that Skulen was different. It was heilig. You certainly did not go to Skulen if your goal was to play around.”

New Address for Chinuch Questions

היו עיניך רואות את מוריך now you know who to ask gedolei ha'internet

Roshei Yeshivos and Rosh mesivtas need not worry any more who to ask shailos to about running their respective yeshivos. They can now turn to the websites and online commentators for daas torah and guidance. A Click bate story was published about a yeshiva that expelled 50 bochurim for going to the Levaya of the Skulener Rebbe Zatzal. The comments were quick to follow some calling for the yeshiva to be closed down.

The underlying story was that its a mesivta in the litvish city of Lakewood,  had the levaya been of a Litvish rosh yeshiva the bochurim would have for sure been allowed to go and a bigger chutzpah for the hanhala to expell them after they went without permission. Others made assumptions and  and rebuked the hanhala for their actions. First of all no one spoke to the rosh yeshiva before publicizing the story.  Secondly, this Rosh yeshiva  happened to grow up with the Skulenner rebbe and spend many summers with the previous skulenner rebbe zatzal. The assumption by others to insinuate  that this rosh yeshiva was unaware of the esteem of the skulener rebbe zatzal is baseless and factually wrong.  More so, the R'Y spoke in his yeshiva to the bochurim and cried before the levaya when news broke that the rebbe was niftar. The decision not to allow the bochurim to go or to expel them for going is no one else's business and its of that yeshiva alone. (and BTW the boys will all be back in yeshiva after shabbos)

In a letter posted on Matzav a Rebbe in the yeshiva said " Finally, the decision of a yeshiva is its alone. It shouldn’t be fodder for every person at a keyboard to chime in on. You don’t like a yeshiva’s rules? Don’t send your kid there. No one forced you. And if a yeshiva feels that it must apply certain rules or penalties, then either deal with it or mind your own business."

Letter from Rebbe in the yeshiva
Dear Editor,

As a member of the hanhalah of a yeshiva that penalized bochurim for going to a levayah this week, I wish to share the following. Firstly, don’t believe everything you read. Certain things are misreported and misrepresented. So don’t take things hook, line and sinker. There’s much you don’t know. Don’t believe the so-called investigative reporting.

LIC To sell land for 25 Million

The Lakewood township recently transferred land owned by the taxpayers in the industrial park area to the Lakewood Industrial commission, now the LIC is putting it up for auction with a minimum asking price of $25 Million dollars. It is a 70 acre parcel located off Airport rd and Cedarbridge avenue. The LIC takes control of all deals and properties that are in its jurisdiction. The money and revenue generated in industrial park from township owned land  usually  goes back to the LIC budget account not to the township coffers. The money from the Blueclaws lease for the stadium goes to the LIC account.

What will the LIC do with the 25 million are they building another stadium, is there a major project going up, or will the profit of the sale help lower property  taxes which are going up next year for homeowners.

NYT: Current NY Measles Outbreak Traced to Uman Ukraine

NYT - The measles outbreak that led to a state of emergency in New York’s Rockland County began far away: in an annual Hasidic pilgrimage from Israel to Ukraine. Scientists believe New York’s measles outbreak has its roots in Uman, Ukraine, the site of a Rosh Hoshana pilgrimage that attracts tens of thousands of Orthodox men each year.

 The Ukraine connection

Ukraine is suffering through a measles outbreak that began in 2017. The country has had almost 70,000 cases — more than any other country in recent years. The infections have not been confined to a particular ethnic group. The country is at war with pro-Russian separatists on its eastern border, distrust in government is high, and rumors about vaccines are rife — one of which began when a 17-year-old died of unrelated causes after getting a shot. The Ukrainian government also rejected cheaper Indian and Korean vaccines in favor of European ones, but they cost more than the government could afford, Dr. Larson said. But the real problem appears to have begun at Rosh Hashana. Each year on the holiday, tens of thousands of Orthodox men travel to Uman, a Ukrainian city where the grave of Rabbi Nachman of Breslov, founder of one branch of Hasidism, has become a popular pilgrimage site. (The festivities have been called the “Hasidic Burning Man.”) Last year, Rosh Hashana fell in early September. Later that month, measles cases exploded in Israel, rising to a peak of 949 in October. The cause? Numerous pilgrims came back from Ukraine with the virus, experts believe.
New York’s outbreak began in October; the first patient was a child in the Bensonhurst section of Brooklyn who had visited Israel. At the same time, a measles outbreak began among Orthodox Jews in London. The Israeli government responded rapidly, recruiting Orthodox Jews onto vaccine advisory groups and sending mobile clinics into their neighborhoods. “Coverage improved immensely, and the numbers are getting smaller,” Dr. O’Connor said.

Lakewood Property Tax Increase for 2019 Municipal Budget

Its not just the BOE budget that raises Taxes but now the Municipal budget will be going up and homeowners will see their taxes going up again.. The public hearing and  final vote will take place the night before Bedikas Chometz April 17th at the township committee meeting.

LNN reports Lakewood Township's Committee recently introduced the 2019 municipal budget, with a 3.5% increase over last year's final appropriations. The tax rate, for every $100 your home is assessed, will increase from $0.592 to $0.6402.

In simple words, this will increase the "average" Lakewood home $160 this year, for a total tax bill of $2,127. The average assessed value is $332,000, however, most homes are actually assessed much higher, so the tax bill will be higher. The committee will hold a public hearing before the final vote on April 17 at 6:00 pm in the municipal building.

Recap of Lakewood Planning Board Meeting

Eagle Ridge application testimony
Board member "Cross Street and Route 9 could be a catastrophic failure," Traffic engineer says impact will be three times the delay waiting to get onto Route 9 from Cross Street. Cross Street currently is F-the worst level- is 339 seconds waiting. After the build the estimate is 829.  (Five minutes to about 12 minutes is the estimate.)

Patch.com - 6:30 p.m. Edward Liston, attorney for the Fairways residents opposing the application, has asked one of the Planning Board members -- Justin Flancbaum --to recuse himself because the member sat on the density subcommittee.

John Jackson, the Lakewood Planning Board attorney, refused to allow Liston to ask Flancbaum questions after the man said his role on the density subcommittee was less involved than Liston claims. The attorney for GDMS Holdings -- from the Giordano, Halleran & Ciesla -- said the development requires no variances and is just a general development plan application.
