Where are the locations throughout Lakewood that say selichos around 1000pm? At night versus waiting every night until chatzos at approx. 1am where some places say it then.

That us against halacha. No י"ג מדות before chatzos. Rav Elyashiv was very strong on this point, as many other poskim. Only on ליל יוכ"פ, no other time.
